As the first phase of the Bihar Assembly Elections 2025 unfolded, Prime Minister Narendra Modi intensified his campaign rhetoric, drawing sharp contrasts between the current governance and the so-called “Jungle Raj” period—an expression often used to describe Bihar’s earlier era of misgovernance. Addressing massive public rallies, Modi focused on developmental issues, particularly the state’s lack of infrastructure during the RJD’s previous rule.

PM Modi emphasized that the years of “Jungle Raj”were marked by poor roads, erratic electricity supply, weak healthcare systems, and an overall sense of lawlessness. He pointed out that these structural deficiencies had long stifled Bihar’s economic potential and kept its youth from progressing. Linking this critique with the BJP-led government’s development agenda, Modi highlighted various infrastructure projects implemented in recent years—ranging from improved road connectivity and electrification to rail and housing projects aimed at improving rural livelihoods.

The Prime Minister also appealed to first-time voters, urging them to use their franchise wisely to ensure continued progress. He stated that “the vote of the people determines the direction of development”, framing the election as a choice between progress and regression. His remarks were strategically aimed at consolidating anti-RJD sentiments and reinforcing the BJP’s narrative of governance and modernization.

Meanwhile, the first phase of voting saw enthusiastic participation across multiple districts, with a notable increase in women voter turnout—a trend analysts suggest could influence the overall outcome. As Bihar moves through its multi-phase electoral process, Modi’s strong attack on the opposition’s record on infrastructure seeks to position the BJP as the architect of a “new Bihar”,built on development, stability, and accountability.
